According to a post by Jim Callis with Baseball America, Jeff Luhnow will be able to spend up to $11.1777 million to sign the first 11 players the Astros draft in the June draft. $7.2 million of this amount is the recommended signing bonus for the #1 pick. Callis explains in more detail the penalties incurred by teams who go over their allotted amount when they are signing draft picks. His post also includes the draft budgets for all 30 teams.
Callis' numbers are based on the assumption that Derek Lee does not sign a Major League contract.
